Up to 24 training sessions may be conducted annually, each requiring four skilled role players with strong acting abilities and authentic cultural backgrounds representative of Latin American, South Asian, East Asian, and Middle Eastern regions. Pricing is established on a per role player per day basis, inclusive of all travel, lodging, and food expenses. The contract incorporates numerous federal clauses, including those for safeguarding Controlled Unclassified Information (CUI), contractor employee access, security prohibitions, and subcontracting requirements. Performance is measured by the successful delivery of scheduled sessions, compliance with DHS rules, and completion of required personnel vetting. The Government will evaluate proposals primarily on price, prior relevant experience, and resumes/management plans, with non-price factors collectively carrying more importance than cost. Award will be based on a best-value trade-off analysis rather than lowest price technically acceptable criteria. Proposals must include detailed price schedules, prior experience, resumes, and management plans submitted electronically by January 7, 2026, to the specified CBP contracting officer. The solicitation emphasizes rigorous security clearances (Tier 4/5 investigations), prohibitions on unauthorized public disclosures, and strict adherence to performance periods and class schedules outlined in the contract attachments.
