Request for Information - DCSA Personnel Vetting (PV) Fieldwork Services Requirement
Solicitation # RFIPVField2027
The Defense Counterintelligence and Security Agency (DCSA) is issuing this Request for Information (RFI) to gather industry feedback for a Personnel Vetting (PV) Fieldwork Services requirement. The scope involves providing all labor and cleared personnel necessary to conduct background investigations and PV products using the Personnel Investigations Processing System (PIPS). The proposed contract structure consists of a five-year base period followed by five one-year option periods. While the work will primarily leverage virtual capabilities, the contractor must be capable of providing in-person interviews across the United States and potentially internationally, including support for various languages. The government intends to use a best-value tradeoff evaluation across two distinct tracks. Workload allocation will initially be based on the lowest unit price, with semi-annual performance evaluations using a dynamic points system that weights price, timeliness of delivery, quality of products, and pending inventory age. Strict security and cybersecurity standards are required, including CMMC Level 2 Third-Party Assessment compliance and adherence to DFARS 252.204-7012 for safeguarding covered defense information. All materials containing personally identifiable information must follow rigorous double-wrapping, manifesting, and tracking protocols. The government maintains final authority over the inspection and acceptance of all investigative products based on DCSA policies and quality assessment standards.

PURPOSE: This RFI/Sources Sought seeks to obtain information from industry about the availability of Commercial Polygraph Examinations by National Center for Credibility Assessment (NCCA) Certified Examiners. U.S. Customs and Border Protection (CBP) has been mandated by Congress that all individuals occupying CBP Law Enforcement positions shall favorably pass a polygraph examination before being hired. As a result of this mandate, the CBP, Office of Professional Responsibility (OPR) created the Credibility Assessment Division (CAD) to oversee the administering of polygraph examinations for all current and new Law Enforcement Officers. CBP is interested in learning about the capabilities and availability of commercial Polygraph Examination Services from vendors possessing National Center for Credibility Assessment (NCCA) certification. NCCA certification is required. DESCRIPTION: U.S. Customs and Border Protection (CBP) hereby issues a Request for Information (RFI)/Sources Sought for Commercially available Polygraph Examination Services from vendors possessing NCCA certification. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT DIRECTLY FROM THE RESPONSE TO THE RFI/SOURCES SOUGHT OR TO OTHERWISE PAY FOR INFORMATION RECEIVED IN RESPONSE TO THE RFI/SOURCES SOUGHT. CBP will more than likely issue a Request for Proposal (RFP) for a Firm Fixed Price, multiple award Indefinite Delivery Indefinite Quantity (IDIQ) for these services based on the information obtained from this RFI. CBP estimates that the combined synopsis solicitation for this IDIQ would be posted on FedBizopps (http://www.fbo.gov) as early as Friday, May 25, 2018. This is an RFI/Source Sought released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a RFP or a promise to issue an RFP. This RFI does not commit the Government to contract for any supply or service. CBP is not seeking proposals at this time. CBP will not pay for any costs associated with responding to this RFI. Not responding to this RFI does not preclude participation in any future RFP. If a solicitation is released, it will be posted to the Federal Business Opportunities (http://www.fbo.gov) website. Interested parties are advised to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the Government, and will not be returned. The information obtained from industry responses to this notice may be used in the development of an acquisition strategy and future RFP. INTRODUCTION: Through the Anti-Border Corruption Act of 2010, Congress mandated that all individuals occupying CBP Law Enforcement positions shall favorably pass a polygraph examination before being hired. As a result of this mandate, the U.S. Customs and Border Protection (CBP), Office of Professional Responsibility (OPR) created the Credibility Assessment Division (CAD) to oversee the administering of polygraph examinations for all current and new Law Enforcement Officers. These mandates have a direct impact on the number of polygraph examinations CAD is required to complete. As a result of this RFI, CBP will be able to understand the capabilities and capacity of vendors who can provide polygraph examination services with examiners who possess National Center for Credibility Assessment (NCCA) certification, which will allow CBP to determine how CAD can increase its capacity to meet the hiring goals set by Congress, taking attrition into account. PURPOSE: This RFI/Sources Sought seeks to obtain information from industry about the availability of Polygraph Examiners with NCCA certification, which will provide CBP/OPR/CAD with the following capabilities: 1. CBP requires, at a minimum, 300 polygraph examinations per month completed by NCCA certified examiners. 2.
