This is a notice of intent, not a solicitation, and no competitive bidding is currently open. However, other responsible sources may submit a capability statement demonstrating they possess equivalent proprietary methodologies and proven experience in narrative-based strategic communication for military audiences. All submissions must be sent via email to the designated contracting officer by the deadline of July 31, 2026, and must provide clear and convincing evidence of qualification. The government retains full discretion to determine whether any responses warrant a competitive procurement, and all information received will be reviewed solely for that purpose.
