AppliancesThe U.S. Department of Defense, through Marine Forces Special Operations Command, is soliciting proposals under solicitation number H92257-26-R-E023 for appliances under a total small business set-aside, with the NAICS code 335220 and Product Service Code 7290. This is a supply contract issued as a Request for Proposal in accordance with FAR Parts 12 and 15, using the most current Federal Acquisition Circular and DFARS revisions effective through March 2026. The government intends to award a single Firm Fixed Price contract without discussions, selecting the offeror with the lowest evaluated price whose proposal meets or exceeds all non-cost acceptability standards. Proposals must be submitted in full, with no partial submissions permitted, and must represent the offeror’s very best technical and pricing position, including all volume discounts, as only one final proposal will be entertained. Offerors must explicitly demonstrate compliance with every solicitation requirement, not merely assert it. The contract has a response deadline of July 20, 2026, at 2:00 PM Eastern Time, and the place of performance is located in Sneads Ferry, North Carolina, with the award to be managed by the office at that location. The point of contact for this procurement is Spenser Gagnon, reachable via email at spenser.e.gagnon.civ@socom.mil. The acquisition is strictly reserved for small businesses as defined under FAR 19.5, and the government reserves the right to award based solely on the information contained in the submitted proposal without seeking clarifications or negotiations. Sole Source Award for the Whole Marine ProgramMarine Forces Special Operations Command (MARSOC) intends to award a sole-source Firm-Fixed-Price contract to Horizon Performance LLC, a small business with CAGE code 3HNP9, for the Whole Marine Program, with an estimated value of $12 million. The contract, solicited under H9225726QE002 and posted on June 24, 2026, with a response deadline of July 31, 2026, spans a base year beginning September 16, 2026, and includes four one-year option periods plus a six-month extension, extending performance through March 2032. The work involves continuous maintenance, updates, and operational support for the proprietary GideonSoft software platform, which provides real-time psychological and performance analytics critical to Marine Raider selection and training at Camp Lejeune, North Carolina. The system integrates with the Sensitive Compartmented Information Environment (SIE), maintains an active Authority to Operate (ATO), and relies on a two-decade longitudinal database exclusive to Horizon Performance, making any transition to an alternative vendor unfeasible due to unacceptable risks to operational readiness and data integrity. Award is justified under FAR 6.103-1, as Horizon Performance is the only entity capable of delivering the required capabilities, including embedded operational psychologists with institutional knowledge, certified software integration, and uninterrupted access to irreplaceable historical data. The contract includes FFP line items for FTE labor, software licensing, and travel, with no competitive evaluation factors formally defined—acceptance is based solely on mission-critical continuity, with price not being a determining factor. Performance occurs at the government site in Sneads Ferry, NC, with final inspection and acceptance conducted by USSOCOM and MARFORSOC. An organizational conflict of interest exists due to Horizon’s exclusive control over the platform and its data, and the government is developing a replacement system to mitigate this in the future. No detailed CLIN breakdown, packaging requirements, or COR designation is provided, but the contract requires compliance with SOF AT&L standards, DFARS PGI 206.304(a)(S-70), and digital submission via SAM.gov with valid electronic signatures.

This is a small business set-aside opportunity under NAICS code 621340, with a response deadline of July 31, 2026, and is solicited as a subcontract through the Department of Defense under MCSC H92257. Operational Readiness & Sustainment ServicesThe Marine Corps Forces Special Operations Command is conducting market research through a Request for Information and Sources Sought synopsis to identify qualified vendors capable of providing Operational Readiness and Sustainment Services under a potential follow-on contract, replacing the current GSA Assisted Acquisition contract held by Amentum. The solicitation, identified as H92257-26-R-SW05, is structured as a Small Business Set-Aside under the GSA OASIS+ Small Business Multi-Agency Contract with a NAICS code of 561210 and a $47 million size standard. The anticipated contract type is Firm-Fixed-Price, with a base performance period from January 1, 2027, through December 31, 2027, and four optional one-year extension periods through June 30, 2032, including a six-month extension option calculated as 50% of the final option period’s pricing under FAR 52.217-8. Responses must include company details, CAGE and UEI codes, SAM registration verification, facility clearance status, CMMC Level 2 or higher certification, and demonstrated experience supporting MARFORSOC or equivalent special operations units. Offerors are required to submit a five-page capabilities statement and are strongly encouraged to tailor responses to the draft Performance Work Statement, which encompasses logistics planning, mobility support, supply and ammunition control, motor transport, maintenance of automotive and electronic systems, armory operations, budget analysis, environmental compliance, parachute rigging, and on-site management at Camp Lejeune, North Carolina. All proposals must be emailed by 12:00 PM EST on July 10, 2026, and must adhere to submission guidelines, including a four-volume format with strict page limits for qualifying criteria, technical approach, past performance, and pricing, and must demonstrate compliance with FAR 52.219-14 limitations on subcontracting, requiring the prime to perform at least 50% of the personnel cost. The Government will use responses to determine if a formal RFP will be restricted to small businesses and will evaluate proposals using a competitive best-value tradeoff process where technical merit and past performance are significantly more important than price, with a mandatory pass/fail gate for qualifying criteria. Contractors must also comply with extensive cybersecurity and information protection requirements, including safeguarding Controlled Unclassified Information under DFARS 252.204-70
