The University of Minnesota is seeking to implement a centralized Content Engine and Digital Asset Management (DAM) platform to address significant inefficiencies caused by its current decentralized marketing and communications structure. Currently, individual units operate in silos, managing over 2,000 web properties and sending approximately 120 million emails annually, often duplicating efforts and lacking a cohesive strategy. This fragmented approach hampers the ability to deliver personalized, integrated content experiences to constituents, as there is no central system to track relationships or coordinate messaging efforts. The proposed solution aims to unify content management, improve content resonance across audiences, and streamline digital asset handling, ultimately enhancing engagement and operational efficiency across the university. The procurement process is formal and highly structured, with a solicitation titled "Centralized Content Engine and Digital Asset Management (DAM)" posted on July 14, 2025, and a response deadline set for August 11, 2025. The project has a budget range between five and fifteen million dollars and is managed under the NAICS code 541511, indicating a focus on custom computer programming services. Interested suppliers are advised to review detailed instructions and background information provided in the university’s supplier process documents, which emphasize the importance of early submission, accuracy, and compliance with the electronic response procedures. The primary point of contact for this procurement is Brendan Wintroath, reachable via email, and all responses must be submitted through the designated online portal by the specified deadline to ensure consideration.

Full Description

The University of Minnesota's marketing and communications efforts are currently hampered by a decentralized structure where individual units operate in silos. This has led to significant inefficiencies, including the management of over 2,000 web properties and the sending of 120 million annual emails with duplicated effort. The current system fails to provide a cohesive and personalized experience for constituents because there is no central repository for tracking relationships or coordinating messaging. This lack of integration prevents a unified strategy and makes it difficult to understand what content resonates with different audiences, leading to oversaturation and reduced engagement.   The University seeks a comprehensive and centralized Content Engine and Digital Asset Management (DAM) Platform to address these issues.    Respondents are prohibited from contacting the identified department about this RFP while in process.

Before submitting questions about the RFP via the Questions Tab, read and review the Supplier Process and Information Attachment and ALL Attributes in the Attributes Tab, especially Background and Project Summary/Scope of Work. These provide valuable information and address frequently asked questions.   Remember to submit your response, including attachments, early to allow time to correct errors. The submission deadline is a hard close. The system will reject responses with errors and will NOT allow late submissions.
