This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101, as established by the Revolutionary FAR Overhaul (RFO), requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source purchase order and is not a request for competitive quotes/proposals.



The Commodity Futures Trading Commission (CFTC) intends to award a purchase order to CCH, Inc. on a sole source basis to obtain 80 copies of the 2026 edition of the Commodity Exchange Act (CEA) Regulations and Forms. CCH, Inc has the ability to deliver a single publication that provides the following: Commodity Exchange Act, Commodity Futures Trading Commission Act of 1974; Futures Trading Act of 1978; Futures Trading Act of 1982; Futures Trading Act of 1986; Futures Trading Practices Act of 1992; CFTC Reauthorization Act of 1995; Commodities Futures Modernization Act of 2000; CFTC Reauthorization Act of 2008; Title VII of the Dodd-Frank Wall Street Reform and Consumer Protection Act; and, Regulations promulgated by the CFTC. Each section of the acts listed above must include the United States Code citation as well as the section number of the act. There are no known alternative sources where the CFTC can obtain the same or comparable information contained in the subject titles.  



Delivery of all items shall be made within 30 days from date of award.   



CCH, Inc is the only known source for these services, and the CFTC is unaware of any alternative solutions. The Government intends to procure this requirement under the authority of 41 U.S.C. § 1901, as implemented by Federal Acquisition Regulation (FAR) FAR 12.102(a) per the Revolutionary FAR Overhaul.  THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS or a solicitation of offers. However, the Government will consider written responses from all responsible sources received by 5:00 pm ET, September 2, 2026. Written responses must include sufficient information to establish capability to fulfill the requirement. Oral communications are not acceptable in response to this notice. Information received will be considered solely for the purpose of Market Research. A determination not to compete this requirement is solely at the discretion of the Government. No formal solicitation package is available. The Government will not be responsible for any costs of preparation in response to this announcement.
