Training will be conducted in two phases each day: one hour of classroom instruction covering Safety, Mishap Prevention, Operations, Emergency Response, and Best Practices, followed by at least five hours of hands-on operational training using the Coast Guard’s designated aerial lift equipment. The hands-on component includes Equipment Familiarization, Pre- and Post-Use Inspections, Safety Equipment use, maneuvering the lift around base roadways and piers, working aloft, emergency procedures, and competency evaluations. A 30-minute lunch break is scheduled at 1300 daily. Each day’s training cohort is limited to exactly 10 personnel, with no substitutions permitted. The contractor must provide proof of training and certification for each participant and ensure all presentation materials remain accessible to trainees after the training concludes. All instructors must be identified and their names submitted no later than May 22nd, 2026, to enable base access authorization. Training will occur in a classroom provided by the Coast Guard with a TV and HDMI access, but neither WiFi nor wired internet will be available, requiring all training content to be delivered offline. Proposals must be submitted exclusively via email to SKC PAUL APALIT at PAUL.C.APALIT@USCG.MIL no later than 1200 PST on May 4th, 2026. The solicitation, identified under number SFLCPROCUREMENTBRANCH70Z085, does not include pricing details, CLINs, or a stated contract value, suggesting the award will likely be based on Lowest Price Technically Acceptable criteria. No formal FAR clauses, solicitation amendments, or socioeconomic set-asides are referenced; however, the scope is strictly defined with no allowances for deviations. The government will accept performance solely at the Alameda site, with evaluation based on adherence to the detailed curriculum, timely submission of instructor information, and delivery of required documentation.
