The United States Coast Guard, Surface Forces Logistics Centers, Long Range Enforcer - Contracts & Procurement Branch 2, Oakland, CA anticipates awarding SOLE SOURCE procurement to a PARASENSE Certified technician CGC WAESCHE WORK ITEM 1: POP: POP 3-7 FEB 2020 Place of Performance: USCG ISC ALAMEDA BLDG 42, COAST GUARD ISLAND CGC WAESCHE (WMSL-751) ALAMEDA, CA 94501 US The work shall be performed by a PARASENSE Certified technician. The ship's crew will assist as needed. The start of this work is dependent on the arrival of all needed components and availability of PARASENSE technician. 1. The tech rep will be providing the following items: a. F3 (Form, Fit & Function) - 3300RM2 4940-01-626-3438 1,345.00 1,345.00 Grooming Kit; incl. Grounding Strap,Tools, and Pipework; plus User Manuals to bring Installation to full functionality. b. Technican F3 Material; Gas (8260), Valve (8266) and Bags (8265) Material Part of L2017. c. Remote Beacon & Sounder with Protective Cage (Orange Lens) including Industrial Warning Labels (5710) Material Part of L2017. 2. The PARASENSE technician shall install the new Refrigerant detector and other components necessary to achieve completely successful operation. The technician shall also groom/test and provide training on system operation. 3. The Coast Guard has ordered the following parts: a. LEAK DETECTOR, REFRIGERANT, GAS NSN 4940-01-626-3440, P/N 3300RM2-F3, 1Each b. SAMM Module, NSN 5963-01-462-9254, P/N 9003, 2Each c. Styx Module - P/N 3300 FSV Monitor 1Each (Commercial Order) (Parasense) Base Access Requirements: Access to the Federal Law Enforcement Training Center (FLETC) requires submittal of access forms. The FTC-OSPR-17 and OF306 forms are required for all U.S. citizens. The 17A form is an additional form that is required for all foreign nationals (including naturalized citizens). FLETC requires 10-14 days for processing of applications for U.S. Citizens and up to 30 days for foreign nationals. In general, new contractors are provided with an initial 30-day badge. These 30 days are intended to provide time for the contractor to get fingerprinted and allows the CG time to process fingerprints (which typically takes 2 weeks). It is only after FLETC receives positive fingerprint results that they will provide a "full-badge" (which should last the duration of the contract). If and only if, the contract will last 5 days or less, only a FTC-OSPR-17Z needs to be submitted for each contractor that will need access to the facility. Contractors that will be onsite for longer than 5 days will need to follow the process outlined above. Vendor will provide all labor and parts listed in the Schedule. NAICS Code #336611 applies to this procurement. The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
