Chester WWTP NPDES Permit Compliance Project

The Chester WWTP NPDES Permit Compliance Project, identified by project number 8587-210, is funded by the State Water Resources Control Board and led by the Chester Public Utilities District. Located in unincorporated Plumas County, California, the project aims to ensure the wastewater treatment plant complies with Central Valley Regional Water Quality Control Board requirements. The project was determined to be exempt from the California Environmental Quality Act under Class 1 and Class 3 categorical exemptions. The scope of work includes comprehensive improvements to the existing wastewater treatment plant, specifically focusing on headworks upgrades, the installation of connecting piping, a new Supervisory Control and Data Acquisition system, an emergency standby generator, and an automatic transfer switch. Additionally, the project involves the construction of two Submerged Attached Growth Reactors, a recycle pump station, a control/blower building, a contact chlorine basin, and an on-site sodium hypochlorite generation facility. Remediation efforts also include the removal of an existing dried sludge pile located northeast of the plant ponds.
