Sealed Bids for the construction of the Chlorination and Dechlorination Facility will be received electronically via PennBid (https://pennbid.bonfirehub.com) by Gregg Township Municipal Authority until 2 P.M. local time on October 22, 2025. Separate Bids will be received for Contract No. 1 – General Construction and Contract No. 2 – Electrical Construction. Bidding and Contract Documents may be viewed and downloaded online at no cost on PennBid (https://pennbid.bonfirehub.com). Following registration, complete sets of Bidding & Contract Documents may be downloaded from the website as portable document format (PDF) files. The cost of printing Bidding and Contract Documents will be the sole responsibility of the interested party. For questions pertaining to access and use of the website, contact PennBid at +1 (555) 000-0000, or by email at contact@example.gov. A Pre-Bid Conference will be held at 10:00 AM local time on September 11, 2025 at the Gregg Township Municipal Authority Office, 16436 US-15, Allenwood, PA 17810. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory. Each bid must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the total bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him. This Project is being funded in part by federal funding. The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the Davis Bacon Wage Rate, and the Bid shall be prepared accordingly. The Contractor shall ensure that employees and applicants for employment are not discriminated against because of race, age, color, religion, sex, national origin or handicap status; and comply with the Nondiscrimination/Sexual Harassment Clause included in the Supplementary Conditions, the Americans with Disabilities Act, the Pennsylvania Human Relations Act, federal and Pennsylvania laws and regulations, relating to non-discrimination and sexual harassment, drug-free workplaces and disadvantage business enterprises. Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms. The Contractor shall comply with all Federal Cross Cutters regulations. These requirements can be referenced in Specification 003100 – Available Project Information. Gregg Township Municipal Authority reserves the right to waive any irregularities and to reject any and all bids and to award either contract to the lowest responsible bidder for the total of all bid items.
