The North Carolina Department of Health and Human Services, specifically for Cherry Hospital, has issued a solicitation for the continuation of preventative maintenance services for the Schneider Electric proprietary Building Management System (BMS). The scope of work involves maintaining HVAC integrated control systems, including network equipment, field controllers, integration gateways for central utility plants, chillers, and boilers, as well as field devices such as VAVs and FCUs. Key deliverables include factory-recommended inspection, testing, and calibration of system controllers, the provision of a training program for hospital personnel, and the submission of detailed service reports within five business days of any performed service. The procurement process is conducted through the Statewide E-Procurement Service, and the State maintains the option to extend the contract for two additional one-year periods. Evaluation of offers will consider Best and Final Offers (BAFOs), oral presentations, and product demonstrations to determine final rankings. Awarded vendors must comply with E-Verify requirements, maintain a quality assurance program, and adhere to OSHA and environmental standards. Additionally, successful vendors are required to register with the e-procurement service within two business days of award and will be subject to a 1.75% transaction fee on purchase orders. All services must be performed professionally on State premises during regular work hours, and any substitution of key personnel requires prior written approval from the Agency Contract Administrator.
