The U.S Customs and Border Protection intends to issue a Request for Quote (RFQ) for contract award on a limited competition basis for service and maintenance on Ciena fiber optic transport equipment. Service and maintenance is required at the Air and Marine Operations Center (AMOC) in Riverside, CA. Only vendors capable of providing the unique and highly specialized knowledge of the Ciena 6500 & 5170 Fiber Transport Equipment are qualified to work on this equipment. CBP network architecture, maintenance platforms, and configuration systems will work properly with this fiber transport equipment. The use of a non-Ciena reseller could result in interoperability, compatibility, or interface issues that would prevent the equipment from being able to meet the requirement of our Operations Center.

The intended contract is for annual renewal and continuous follow-on support of the current vehicle in place.  The anticipated period of performance will be from January 26, 2026 through January 25, 2027. While CBP recognizes the Ciena-reseller community, it is imperative at this time that this effort be supported by the contractor that possesses institutional knowledge of the current support being provided to the AMOC.   Therefore, the Government intends to solicit and negotiate directly with Carahsoft Software Corporation.

This notice of intent is not a request for competitive proposals.  If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement at the time of future solicitation. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

If any contractors feel they can meet the requirements, please contact the Contract Specialist by email at contact@example.gov by the response date and time listed with this notice. You must submit a capabilities statement displaying your ability to meet the requirements.

Border Patrol Technical Operations Center (BPTOC) Request for Information (RFI) 10142026
Solicitation # BPTOC10142026
The Department of Homeland Security, through the Air and Marine Contracting Division of U.S. Customs and Border Protection, is conducting market research via a Request for Information for the Border Patrol Technical Operations Center Enterprise. The government is seeking vendor capabilities to provide a managed service offering that includes 24/7/365 Network Operations Center, Security Operations Center, and helpdesk support for various detection and surveillance technology portfolios, such as integrated towers, mobile systems, and subterranean detection. Key technical requirements focus on monitoring, incident management, and cybersecurity readiness, including vulnerability scanning and patching in compliance with FISMA, RMF, and ATO processes. Performance will be measured by a 94 percent threshold and 97 percent objective operational availability. This action is currently in the RFI stage to inform a future acquisition strategy, and as such, final contract types, pricing structures, and evaluation criteria have not been determined, although an Indefinite Delivery, Indefinite Quantity structure is being considered. Interested vendors must submit a response by October 29, 2026, consisting of company data and a white paper limited to 20 pages. The government is specifically looking for information on service models, staffing, and the ability to meet strict CBP vetting and security requirements. No set-aside has been determined at this time.
