The City of Calgary, acting on behalf of the Calgary Police Service, is issuing a request for proposals to procure a commercial, off-the-shelf, cloud-based blockchain tracing software solution designed to support criminal investigations involving cryptocurrency and digital assets. The solution must provide robust capabilities for tracing, analyzing, and visualizing blockchain transactions to enhance investigative outcomes, intelligence gathering, and evidentiary support. The procurement is structured into two distinct schedules: Schedule A requires a primary solution for conducting investigations, while Schedule B calls for an independent validation solution to verify and corroborate findings from Schedule A. Both solutions must be deployed across three defined phases: a Proof of Concept, full implementation of the software, and ongoing maintenance and support. The City expects seamless integration with existing systems and the potential to purchase additional modules or upgrades as needed. Proposals must demonstrate technical feasibility, operational scalability, and the ability to collaborate closely with law enforcement to ensure investigative integrity and operational continuity. The City emphasizes coordination between the two selected vendors to uphold transparency and consistency in results. All submissions are due by June 3, 2026, and the solicitation is open to qualified proponents capable of delivering a secure, reliable, and compliant cloud-based platform. The contracting authority is Gurjit Parmar, and the procurement is being managed under the City of Calgary's procurement framework with the solicitation number AB-2026-03527.
