City of Thorold Parks, Trails, Recreation and Culture Master Plan

The City of Thorold is seeking a qualified consulting team to develop a comprehensive Parks, Trails, Recreation, and Culture Master Plan to build upon the city's 2020 framework. This long-range strategic project aims to guide future investment, service delivery, and decision-making through a series of seven phases, including background research, demographic analysis, GIS mapping, and extensive community and stakeholder engagement. Key deliverables include an existing conditions report, a levels of service framework, prioritized implementation strategies, and a 10-year financial forecast. The final plan must adhere to AODA accessibility standards and align with Ontario Regulation 588/17 for asset management, while considering the city's location within the Niagara Escarpment UNESCO Biosphere Reserve. The contract is anticipated to run from October 2026 to October 2028, with a total duration of twenty to twenty-four months. Award selection is based on a weighted score, with the technical proposal accounting for 85 percent and pricing for 15 percent, provided the proponent meets a minimum technical threshold of 59.5 points. Payments will be processed via monthly invoices. The successful supplier must maintain commercial general liability and automobile insurance and is prohibited from replacing key personnel without prior written approval. Performance will be monitored through a pre-performance readiness review and interim evaluations every six months, with the possibility of a Corrective Action Plan if deficiencies are identified.
