State of California UCLA Campus Planning Studies Tender # 0000040403 Closing Date : 10/14/2026 at 22:00 PM Contact: Contact: Ashley Rogers Phone: 310/923-6747 Email: arogers@capnet.ucla.edu Details: ADVERTISEMENT FOR PLANNING CONSULTANT SERVICES The University of California, Los Angeles (UCLA) requests a written response to this Request for Qualifications (RFQ) for the purpose of selecting a campus planning consultant team to provide on-call services for planning studies that will inform various campus initiatives, including individual development projects, physical master plans, and an updated Long Range Development Plan (LRDP) for the main campus in Westwood. As part of the Campus Planning Studies (Project #908078), the scope of requested services may include broad campus evaluations for long-term campus planning and/or various types of focused studies. The culmination of some of these efforts will be a physical planning and land use framework intended to enable the University to make informed decisions regarding campus facilities and development over a 20- to 25-year planning horizon in order to accommodate projected enrollment increases and support UCLA¿s education, research, and public service missions. The precise scope of services will vary depending on evolving campus needs and the availability of funding. The selected consultant will perform work under a non-project specific Professional Services Agreement (PSA) with the University, with authorizations for specific assignments from UCLA Capital Programs executed as necessary over the term of the agreement, which may be up to three years with an option to extend for an additional two years. Authorizations executed under the PSA will have varying durations according to the needs of each study or task. Previous land use and planning experience in a public university setting is critical. Familiarity with a full range of campus planning issues and project types undertaken by UCLA (including new construction, infill development and renovations, fire/life safety upgrades, seismic upgrades, accessibility improvements, healthcare, housing, classrooms, laboratories, dining facilities, etc.) is also required. As specific projects have not yet been identified, the full scope of work and associated construction costs have not yet been determined. The requested work may be executed in several incremental projects, and the scope of services will vary according to the specific requirements of each project or assigned task, with appropriate fees negotiated in accordance with UCLA policy at the time of each authorization. Aggregate fees are anticipated to be up to $1,000,000 over the term of the PSA. However, there is no guarantee that the total fees of that value will be expended.
