CNC Tool Room Lathe

The National Research Council Canada is soliciting a CNC tool room lathe with full manual machining capabilities to support precision, flexibility, and rapid setup in its Design and Fabrication Service. The procurement is governed by the Policy on Reciprocal Procurement, restricting eligibility to Canadian suppliers and those from designated trading partners; submissions from non-trading partners will be rejected. All deliverables—including the lathe, on-site installation, and training—must be completed and received no later than December 31, 2026, with delivery occurring at 655 Levy Private, Building U-66, Ottawa, ON K1V 2B1 under Incoterms® 2020 DAP terms. The equipment must meet strict technical requirements, including a Siemens CNC control system, ±0.0002” positioning accuracy, hardened machine ways rated at 50 HRC, C3-grade ball screws, and compliance with CSA, cUL, and Canadian Electrical Code Part 1 standards. Offers are evaluated using a Lowest Price Technically Acceptable approach, where all ten mandatory technical criteria must be met without exception; failure to satisfy any one renders a bid non-compliant regardless of price.
