CNE RFP Secret Shopper

Cherokee Nation Entertainment, LLC, a wholly owned tribal enterprise of the Cherokee Nation, has issued a solicitation for a Secret Shopper service under procurement number 164676, with a submission deadline of June 24, 2026, at 4:00 PM. The contract requires the implementation of a comprehensive Secret Shop Platform to standardize mystery shopping evaluations across all hotel, resort, dining, retail, spa, casino, and facility locations primarily in Oklahoma. The solution must include configured templates, a scoring engine, a mobile audit application with offline mode and photo-enforced workflows, reporting dashboards, training materials, and support documentation, with optional SSO and Power BI integration. The platform must enforce an 85% pass threshold after N/A normalization and conduct evaluations quarterly for resort properties and bi-annually for non-resort properties. Technical requirements mandate encrypted data transmission, audit logs, secure cloud hosting with role-based access, and preference for SOC2 or ISO compliance. The vendor must also ensure all deliverables created using Generative AI meet CNE’s brand standards and include full disclosure of AI usage. Insurance must be maintained for five years post-completion, and claims-made policies require extended reporting coverage. A Bid Bond, Performance Bond, and Payment Bond may be required per the Statement of Work.
