UMGC RFP #92297 Global Pre-Employment Background Screening Services

The University of Maryland Global Campus is seeking qualified firms to provide global pre-employment background screening services on an as-needed basis to support its hiring processes. Contractors must deliver comprehensive domestic and international background checks, ensure full compliance with applicable federal, state, and international laws including GDPR, FERPA, and HIPAA, and integrate results seamlessly into UMGC’s Workday Applicant Tracking System. The contract is structured as a non-exclusive, firm-fixed-price arrangement with no minimum work requirement and includes one or more 12-month renewal options at UMGC’s sole discretion. Performance is defined by the terms of Exhibit A and must be conducted in alignment with UMGC’s policies and Maryland State Finance and Procurement Article §17-705. Services are to be performed in support of UMGC’s Adelphi, Maryland location, with all deliverables accepted at that site within 30 business days of submission, subject to a “materially conforms” standard and only two opportunities for remediation before termination rights are triggered. Contractors must be registered with Bid Locker and submit technical proposals by 11:00 AM ET on June 26, 2026. Payment is processed via electronic funds transfer on a net 30-day basis upon receipt of properly formatted invoices submitted to accountspayable@umgc.edu. The contract requires strict adherence to data privacy, confidentiality, and information security provisions, including the return or destruction of all UMGC data upon contract closeout. Contractors must maintain commercial general liability, professional liability, workers’ compensation, and fiduciary liability insurance with A- or better rated carriers and name UMGC as additional or co-insured. Additional obligations include compliance with Maryland’s ethics laws, disclosure of political contributions and financial interests if the contract value exceeds $100,000, and certification of no investments in Iran. Personnel changes must be approved in writing, and contractors are prohibited from hiring any state employee involved in the contract’s administration. The contract includes clauses on termination for default or convenience, changes, audit rights, records retention for a specified period, indemnification, and dispute resolution through mediation or arbitration under Maryland law. All clauses contain fill-in-the-blank placeholders for key terms such as notice periods, indemnity limits, insurance amounts, and retention durations, which will be finalized upon contract execution.
