** Please note: SFU Request for Information No.: 2026 PD 410 Co-Sourced or Outsourced Pension Administration --- This RFI is only available to download from Merx. (www.merx.com) **This Request for Information (“RFI”) is issued by Simon Fraser University (“SFU”) to gather information from qualified vendors regarding the provision of pension administration services for the SFU Pension Plan for Administrative and Union Staff (the “Plan”), a defined benefit (DB) plan. SFU is a research-intensive public university located in British Columbia, Canada. Established in 1965, SFU is ranked as one of Canada’s top three comprehensive universities The university has an enrollment of more than 33,000 students across three campuses located in Burnaby, Vancouver, and Surrey. In addition to its diverse and growing student population, the SFU community includes approximately 7,000 faculty and staff in full-time and part-time roles, as well as a global network of more than 202,800 alumni and strong connections with members from the broader community. Interested vendors are invited to provide the information requested in this document.SFU is exploring opportunities to modernize its pension administration processes to improve operational efficiency and member service. The current pension administration system that supports the Plan is aging and requires increasing resources to maintain. While it continues to function effectively, it has limitations in areas such as automation, reporting capabilities, and member self-service. In response to these challenges, SFU is evaluating options to partner with an external vendor through either a co-sourced or fully outsourced service model to support the long-term sustainability and effectiveness of its pension administration. Under a co-sourced model, SFU would retain responsibility for selected activities while leveraging the vendor’s pension systems and plan administration expertise. In a fully outsourced model, the vendor would assume responsibility for the full scope of plan administration, with SFU maintaining oversight and governance responsibilities.The primary objectives of this RFI are to:Understand the capabilities and services offered by vendors, including the functionality of their pension administration systems and their experience with defined benefit plans of similar scale and complexity. Identify potential solutions, whether co-sourced or fully outsourced, that align with SFU’s operational goals, compliance requirements, and member service expectations. Gather information to inform the development of a future Request for Proposal (RFP), ensuring that any subsequent procurement process is well-informed and aligned with best practices in pension administration. Through this RFI, SFU seeks to engage with vendors to better understand their systems, services, and approaches to delivering modern pension administration solutions. Information gathered will assist SFU in evaluating potential service delivery models, assessing technical and operational capabilities, and understanding the comparative advantages of co-sourced and fully outsourced administration approaches.
