RFP Preservation of the Force and Family POTFF III Support Contract H9240027RE001
Solicitation # H9240027RE001
The United States Special Operations Command (USSOCOM) is soliciting proposals for the Preservation of the Force and Family (POTFF) III Support Contract (H9240027RE001). This single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract is a five-year effort designed to enhance the readiness and lethality of Special Operations Forces (SOF) personnel and their families through a holistic approach across cognitive, physical, psychological, social, and spiritual domains. The scope includes providing human performance labor, contract phase-in, and surge support, with performance locations spanning both CONUS and OCONUS sites, including Germany, the UK, Japan, and Korea. The acquisition utilizes a best-value tradeoff process, evaluating proposals based on three primary factors: Technical, Past Performance, and Price, with the first two being approximately equal in importance and individually more significant than price. Offerors must possess an active Top Secret Facility Clearance and meet CMMC Level 2 cybersecurity requirements. Proposals must be submitted electronically via the PIEE Solicitation Module by November 13, 2026, at 5:00 PM EST. The contract structure includes a firm-fixed-price phase-in period and unit-priced labor categories, with performance for initial task orders expected to begin no sooner than 90 days after the IDIQ award, which is anticipated in the third quarter of 2027.

Solicitation # H9240226RE005
Solicitation H9240226RE005 is a Small Business Set Aside request for proposal issued by Hq USSOCOM for Program Management Counterproliferation Service Support. The objective is to provide program and product management, development, training, testing, and engineering support for missions including Counterproliferation, Counter RCIED, Explosive Ordinance Disposal, Multi-Mission Electron Countermeasures, Electromagnetic Warfare, and Counter Unmanned Systems. The contract is an IDIQ utilizing a mix of Firm Fixed Price and Cost Plus Fixed Fee pricing arrangements, with a period of performance from June 21, 2027, to June 20, 2032. The scope includes CONUS and OCONUS labor, event support, travel, and other direct costs. The government will employ a best-value performance-price tradeoff process. Technical Approach is evaluated as acceptable or unacceptable, serving as a pass/fail threshold. Among technically acceptable proposals, a tradeoff will be performed between Past Performance, which is significantly more important, and Price. Proposals are due by November 6, 2026, via the PIEE Solicitation Module. To access restricted documents, offerors must submit a signed NDA and verify a CMMC 2.0 Level 2 self-assessment score of 110 in the Supplier Performance Risk System. Key requirements include a Transition Plan to achieve full operational responsibility within 90 days and a minimum 85 percent personnel fill rate by that time.

SOCOM Integrated Platform as a Service
Solicitation # H9241527R0002
United States Special Operations Command (USSOCOM) is conducting market research for a SOCOM Integrated Platform as a Service to establish a centralized contracting vehicle for the discovery, prototyping, integration, testing, and fielding of mission-relevant technologies and software-intensive capabilities. The scope of work is divided into five primary functional areas: Mission Support Platform (PaaS), specialized engineering support services across software, electrical, and mechanical disciplines, cybersecurity and Risk Management Framework (RMF) support to maintain Authorizations to Operate (ATO), and comprehensive logistics for government-furnished equipment. A critical requirement is the provision of a DSCA-approved secure integration facility located within five miles line of sight of HQ USSOCOM at MacDill AFB, Florida, capable of supporting approximately 225 personnel across classified and unclassified workspaces. This effort is currently in the early acquisition planning stage and is issued as a Request for Information (RFI) under FAR 15.201, not a Request for Proposal (RFP). Interested parties are invited to submit unclassified white papers of no more than five pages, along with a cover letter detailing company credentials and existing contract vehicles, by November 5, 2026. The government will use these responses to assess industry capabilities and determine the most appropriate acquisition strategy, which may result in a competitive or sole-source solicitation. Performance requirements include managed service availability from 0700 to 1800, Monday through Friday, and a mandate that at least half of the integration personnel maintain DoD 8570.01-M IAT Level II certification.
