Electro-Therapeutic Modalities for Pain Management (ETMPM) - Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program
Solicitation # 36C79126R0011
The Department of Veterans Affairs is soliciting proposals under Solicitation Number 36C79126R0011 to establish multiple single-award, Firm-Fixed-Price, Indefinite Delivery/Indefinite Quantity (IDIQ) base contracts for the Electro-Therapeutic Modalities for Pain Management (ETMPM) and Transcutaneous Electrical Nerve Stimulation (TENS) Procurement Program. This national program provides FDA-cleared electro-therapeutic devices and accessories to VA Medical Centers and Community-Based Outpatient Clinics to support non-opioid pain management. The scope includes portable TENS devices, Interferential Current (IFC) devices, thermal and non-thermal Short-Wave Diathermy devices, and portable Neuromodulation systems for headache disorders, along with associated accessories such as electrodes and lead wires. The procurement utilizes a VA Tiered Set-Aside Evaluation Approach, prioritizing awards sequentially from Tier 1 (SDVOSB), Tier 2 (VOSB), Tier 3 (Other Small Businesses), to Tier 4 (Other-Than-Small Businesses). Evaluation methodologies vary by item: CLINs X001 through X004 are evaluated using the Lowest Price Technically Acceptable (LPTA) method, where price is the deciding factor, while CLIN X005 is evaluated via a Best-Value Tradeoff, weighting technical factors at 60%, price at 25%, and past performance at 15%. Responsive proposals must include a signed SF 1449, a Technical Capability Statement, FDA 510(k) clearance letters, and three past performance documents. Non-manufacturers must provide OEM-issued Authorized Distributor Letters. Mandatory certifications include the Buy American Certificate for small businesses (Tiers 1-3) and the Trade Agreements Certificate for large businesses (Tier 4), as well as the Limitations on Subcontracting certification. All offerors must submit required product samples to the Denver Logistics Service facility. Following several amendments, the final deadline for all proposal documentation and product samples is November 2, 2026, at 12:00 PM CDT.

C.2 Requirements C.2.1 The Contractor shall deliver a quantity of one (1) optical fiber splice tool that is compatible with polarization maintaining fiber. The required lead time for delivery is no more than 14 weeks After Receipt of Order (ARO). The delivery location shall be ARL, Adelphi, Maryland 20783. The required one (1) optical fiber splice tool shall meet the following salient characteristics: The device shall support splicing of fiber with the following characteristics. Fiber cladding diameter 135 micron to 1200 micron; 1 micron is 1e-6 meter. Single-mode and multi-mode fiber. Polarization-maintaining (PM) fiber relying on stress elements including panda, bow-tie and elliptical core. Multi-core fiber with up to four cores arrayed in a line (1x4) or on a grid (2x2). Splice performance shall meet or exceed the following criteria for the specified fiber types. Fiber type 1: Single-mode telecommunications fiber at 1550 nanometer (nm); 1 nm is 1e-9 meter. Splice losses shall be < 0.02 decibel (dB) (ITU-T G.652); dB denotes decibels in base-10. The polarization extinction ratio (PER) shall be > 35 dB for all the required PM stress element types. Fiber type 2: Single-mode fiber with core diameter < 5.0 micron (eg PM-405). Splice losses shall be < 0.05 dB. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
