The State of North Dakota, through its State Procurement Office, is seeking to award firm-fixed price contracts to three vendors for the statewide supply of commercial food products. This multiple-award strategy is designed to ensure that entities such as the Department of Corrections and Rehabilitation, the State Hospital in Jamestown, the Life Skills and Transition Center in Grafton, and the Veterans Nursing Home in Lisbon can obtain products at the lowest possible price amidst fluctuating market costs. The scope of work includes a Market Basket List of 110 high-spend items at fixed fees and a Mark-Up Product List for additional items based on a percentage of the supplier's cost. All products must adhere to USDA and U.S. Department of Education nutritional, health, and safety standards, and must be clearly labeled with manufacturer and shelf-life information. Awards will be granted to responsible offerors providing the lowest priced bid responses that meet all technical specifications. The state may require samples and conduct side-by-side evaluations of taste, yield, and appearance for equivalent products. Deliveries are F.O.B. Destination within North Dakota, with specific scheduling requirements for the State Penitentiary and the Life Skills and Transition Center. Contractors must maintain required insurance, comply with ADA accessibility standards, and adhere to DOCR security and confidentiality policies.
