Communications Outreach Services

The San Diego County Regional Airport Authority is soliciting proposals for professional public relations strategic counsel and communications outreach services. The selected contractor will manage communications for several high-profile initiatives, including the new Terminal 1 construction, Terminal 2 redevelopment, and various onsite and offsite roadway improvements that impact the customer experience at San Diego International Airport. The scope involves facilitating strategic communication with a diverse group of stakeholders, including business and community leaders, airport customers, labor groups, elected officials, and the news media. The anticipated contract term is three years, with the option for two additional one-year extensions. Proposals will be evaluated based on the firm's organizational experience and skill in strategic counsel and media relations, the quality of the detailed work plan, demonstrated sustainability practices, and proposed fees. The Authority provides a preference for qualified small, veteran-owned, and local businesses, with a maximum preference of 200,000 dollars or 7 percent. Award decisions are made at the Authority's sole judgment, and the process may include a Best and Final Offer stage. The contract requires strict adherence to various regulatory standards, including Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act, and TSA security information protocols under 49 CFR Part 1520. Contractors must also comply with California Labor Code prevailing wage rates for public works and maintain specific insurance coverage within 14 days of the award. Compensation is based on an hourly rate schedule, with monthly invoicing requiring detailed documentation of tasks performed and itemized receipts for expenses exceeding 25 dollars. All final deliverables must be submitted in an editable electronic format, as read-only PDFs are not acceptable.
