The Correctional Service of Canada is seeking to award a one-year contract, from July 22, 2026, to July 21, 2027, for community reintegration support services to Indigenous offenders in St. John’s, Newfoundland and Labrador, and the surrounding area. The contract, with an estimated value of $128,400 plus GST/HST, is set aside exclusively for Indigenous suppliers under the Government’s Procurement Strategy for Indigenous Business, meaning only businesses meeting the PSIB definition are eligible to respond. A pre-identified supplier, First Light St. John’s Friendship Centre Inc., has been designated due to the limited availability of qualified providers capable of delivering culturally responsive, trauma-informed spiritual and cultural services to Indigenous offenders under federal supervision. Suppliers may still submit a statement of capabilities demonstrating they meet the minimum essential requirements, including at least five years of experience providing cultural and spiritual support to Indigenous offenders in the community and established relationships with local Elders and service providers, by the closing date of July 8, 2026, at 2:00 PM ADT. If no compliant submissions are received, the contract will be awarded without further competition to the pre-identified supplier, justified under the Government Contracts Regulations exception that only one person is capable of performing the contract. The contractor must deliver healing and spiritual teachings, personal counselling, and case planning support to offenders transitioning back into the community, ensuring consistent, high-quality programming linked to mental, spiritual, physical, and emotional needs. All interactions must be documented with written reports submitted electronically within ten working days, and a monthly activity report must detail services rendered, number of offenders served, and case updates, alongside a separate report on cultural activities. Work is to be conducted from the contractor’s office at 716 Water Street, St. John’s, NL, with travel required throughout the region. All services must be delivered in English, and while there are no security requirements, the contractor must adhere to sustainable printing standards, using a minimum of 30% recycled paper or FSC-certified materials and properly recycling unused printed materials. The contract includes no intellectual property clauses, and no trade agreements apply to this procurement. Inquiries and submissions must be directed to Claudia Landry, Regional Contract Officer, via email or phone provided.

Pacific Region ElderThe Correctional Service of Canada is seeking to award a contract to provide Elder services at Kent Institution in Agassiz, British Columbia, with potential travel to multiple correctional facilities across the province, including Abbotsford, Matsqui, Pacific, Mountain, Kwìkwèxwelhp, Mission, and William Head Institutions. This procurement is specifically set aside for Indigenous suppliers under the Procurement Strategy for Indigenous Business, though it does not apply to individual Elders. The pre-identified supplier, Cecile Thunder, has been identified due to the limited pool of qualified providers capable of delivering culturally authentic spiritual and ceremonial support to Indigenous offenders in alignment with CSC’s legislative mandate. The contract, valued at an estimated $282,041 including a potential one-year extension, will run from July 9, 2026, to March 31, 2028, and requires the Elder to provide individual and group counseling, traditional ceremonies, healing guidance, case management support, and advice to staff on Indigenous protocols, medicines, and sacred practices. Applicants must submit a statement of capabilities demonstrating community recognition as an Elder, at least five years of relevant experience in the past decade, familiarity with healing ceremonies, and an understanding of institutional protocols surrounding spiritual items and traditional medicines. All candidates must also meet with an existing circle of CSC-contracted Elders for validation of their qualifications. Strict security requirements apply, including mandatory RELIABILITY STATUS clearance for personnel handling PROTECTED information, prohibition on removing sensitive materials from sites, and compliance with CSC’s security directives. Work must be conducted in English, printed materials must meet sustainability standards, and monthly reporting is required through designated forms coordinated with the Indigenous Liaison Officer. Submissions must be received by July 8, 2026, at 2:00 PM PST, and only suppliers who can prove they meet all minimum essential requirements will be considered; failure to submit suitable statements allows the contract to proceed with the pre-identified supplier. This procurement is exempt from trade agreements and the Government Contracts Regulations due to the uniqueness of the service provided.
