AI Contract Overview
The National Institute of Standards and Technology (NIST) is conducting market research through a Sources Sought Notice to identify qualified small businesses capable of supplying a compact articulated tractor system and associated attachments for use at its Gaithersburg, Maryland campus and the Washington Metropolitan Area. This notice, designated OFPM/TEAM SS26-25, is not a solicitation and no contract will be awarded from it; instead, it seeks information to determine whether the upcoming procurement should be set aside for small businesses under FAR Part 12 commercial item procedures. The requirement calls for a single new Ventrac 4520Y tractor with a Kubota D902 diesel engine, or an equal model, featuring an enclosed cab with heating and a full suite of compatible attachments including a ballpark groomer, renovator, edger, broom, cab kit, drop spreader, V-blade, snow blower, power rake, flail mower, turbine blower, canopy, and digital slope gauge—all delivered as a complete integrated package with all safety equipment, guards, warning labels, and manufacturer-recommended components. The system must be new, commercially available, production-model equipment, with all manuals provided in English and delivered FOB Destination to NIST’s campus. The successful responder to the future solicitation will be required to provide two-year warranty coverage per FAR 52.212-4, conduct on-site training within three days of delivery for up to six personnel, and ensure all equipment meets stringent operational standards for use on uneven terrain and slopes up to 30 degrees. Interested small businesses, including those certified as SDVOSB, WOSB, HUBZone, or 8(a), must submit a capabilities package by 5:00 PM ET on July 8, 2026, to Helen Wesley and Tony Schmidt at NIST. The response must include evidence of company size and socio-economic status, a description of delivery timelines for the system and attachments, confirmation of ongoing parts, service, and warranty support capabilities, and a clear statement of intent to submit a formal proposal if the requirement is set aside for the respondent’s specific category. The package must also contain the company’s profile including employee count, annual receipts, office locations, and DUNS number. Commercial brochures and marketing materials may be included to supplement the response. The Government intends to award the eventual contract around September 2026, with performance beginning within three months of award. Payment will be made net

The National Institute of Standards and Technology (NIST), Acquisition Management Division, is conducting market research to determine if any Small Business concerns have the current relevant qualifications, experience, personnel, and capability to perform the work described herein.
Tractor System and attachments are required for the NIST Gaithersburg Campus located in Gaithersburg, Maryland and the Washington Metropolitan Area.
This requirement will be a contract utilizing the commercial item procedures of FAR Part 12. The Contractor shall provide one new Ventrac 4520Y Tractor with a Kubota D902 diesel engine, or equal compact articulated tractor system, with enclosed cab and heat, compatible attachments and accessories, equivalent to the listed below, manuals, warranty, FOB Destination delivery, and training.
All qualified Small Businesses are encouraged to respond. The Government will not pay for any information solicited. Respondents will not be notified of the results of the evaluation. One of the main purposes of this Sources Sought Notice is to assist the Contracting Officer in determining if a Set-Aside is the acceptable strategy for the procurement. The Government anticipates a contract award for these services in or about September 2026.
It is requested that interested parties submit a brief capabilities package. The package shall address, at a minimum, the following:
(1) Ability to acquire and deliver the tractor and attachments in a reasonable time frame. Please be specific.
(2) Ability to provide repair parts, service parts, future attachment purchases, and ability to perform any needed warranty work during the warranty period. Please be specific.
(3) Company profile, to include number of employees, annual receipts, office location(s), and DUNS number.
(4) Evidence to establish your company's standing as a SDVOSB, WOSB, HUBZone, 8(a) or other small business concern.
(5) A positive statement of your intention to submit a proposal for this requirement if set-aside for your socio-economic group.
The capabilities package requested under this Sources Sought Notice is not expected to be a proposal, but rather a short statement regarding the company's ability to demonstrate existing expertise and experience in relation to this procurement. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities package. Submission of a capabilities package is not a prerequisite to any potential future offerings, but participation will assist NIST in tailoring its requirements to be consistent with industry standards.
Responses to this Sources Sought Notice shall be emailed to Helen Wesley at helen.wesley@nist.gov and carbon copied to Tony Schmidt at tony.schmidt@nist.gov.
Responses must be received by 5PM ET, July 8, 2026. Electronic submissions are requested. Questions regarding this notice may be addressed to Helen Wesley at helen.wesley@nist.gov and carbon copied to Tony Schmidt at tony.schmidt@nist.gov.
Failure to submit all information requested may result in a contractor not being considered as an interested small business concern.
