Compulsive Problem Gambling Treatment Services

The Commonwealth of Pennsylvania, through the Department of Drug and Alcohol Programs, is seeking to qualify responsible service providers to deliver compulsive problem gambling treatment and intervention services to Pennsylvania residents. The scope of work encompasses four primary categories: gambling outpatient treatment, gambling case management, reimbursement for client translation services, and reimbursement for provider certifications. Services must be delivered by qualified personnel, including case managers who hold a Pennsylvania license and at least 30 hours of IPGGC-approved gambling-specific training. Providers are required to utilize DDAP-provided tools for client admission and liability assessments, maintain strict confidentiality of client records, and ensure HIPAA compliance for telehealth services. Financial terms are based on established unit rates, such as 75 dollars for a 90-minute group outpatient session and 25 dollars per 15-minute increment for case management. Payments are processed via Automated Clearing House (ACH), with a standard payment term of 30 days following the receipt of a proper invoice. To be eligible, suppliers must register as a PA Supplier and create a user profile in the JAGGAER portal, as all qualifications must be submitted electronically. The contract includes comprehensive requirements regarding contractor integrity, nondiscrimination, and adherence to Pennsylvania labor and worker safety laws.
