COMSEC Managerial Security Support Services

The U.S. Air Force Life Cycle Management Center, through the Cryptologic & Cyber Systems Division at Lackland AFB, Texas, is seeking proposals for Communication Security Managerial Support Services under solicitation FA830726RB0330001, amended as of June 17, 2026, to update DFARS clause 252.204-7021 and formally incorporate Attachment 7, Questions and Answers, which provides authoritative responses to offeror inquiries. This acquisition is a 100% small business set-aside under FAR 19.5 with a NAICS code of 541513 and a $37 million small business size standard, to be awarded using competitive tradeoff procedures. The contract is a five-year firm-fixed-price arrangement supporting the Colombian Joint Staff pursuant to a Letter of Offer and Acceptance, requiring a COMSEC Account Manager with demonstrated expertise in COMSEC management principles. Contractors must be registered in SAM with an active CAGE code and are responsible for securing visas, work permits, housing, and vehicles for personnel, with billing commencing only upon the manager’s in-country arrival. Mobilization and demobilization periods are unbillable. The requirement includes a 30-day phase-in period for site reviews and coordination with U.S. Embassy and Colombian authorities, with no pre-established number of sites. Performance must comply with CMMC Level 2 requirements, including a certification assessment by an accredited C3PAO under 32 CFR § 170.17, continuous annual affirmation in SPRS, and flowdown to subcontracts, with all systems handling FCI or CUI restricted to CMMC-compliant environments. Contractors must also submit a CMMC Unique Identifier from SPRS and may require MILGROUP/Embassy sponsorship for certain roles due to classified COMSEC duties.
