Inspection, Testing, and Commissioning ServicesThe contract titled Inspection, Testing, and Commissioning Services mandates independent verification of lift system functionality, safety compliance, and operational readiness. This subcontract, posted on June 27, 2026, falls under NAICS code 541350, which pertains to engineering services, and is administered by the Department of Veterans Affairs through the 261-NETWORK Contract Office 21. The scope requires thorough evaluation of all lift systems to ensure they meet established safety standards and are fully prepared for operational deployment, with no tolerance for deficiencies that could compromise user safety or system reliability. All testing protocols must be documented and aligned with applicable regulatory requirements to confirm full compliance prior to system handover. The contract does not specify a solicitation number, set-aside type, or point of contact, and lacks detailed location data for the place of performance, indicating potential flexibility in where the services are performed. The work is expected to be executed under the oversight of the Department of Veterans Affairs, likely supporting facilities under their jurisdiction that rely on lift systems for accessibility, mobility, or medical transport. Completion of this contract is critical to enabling safe and lawful operation of the systems, and failure to meet the verification criteria would prevent system activation until all issues are resolved and retested.

The NCC is committed to ensuring the health and safety of its employees, particularly concerning work in confined spaces. In alignment with the Canada Occupational Health and Safety Regulations (COHSR), Part XI – Confined Spaces, and other relevant federal standards, there is a need to comprehensively assess all confined spaces within our operations and develop appropriate procedures and programs to manage associated risks effectively. The primary objective of this project is to review the list of confined and potentially confined spaces identified by the National Capital Commission (NCC), determine which ones meet the definition of a confined space, and assess whether any qualify as hazardous confined spaces.
