THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO STATE OF CONNECTICUT DEPARTMENT OF EMERGENCY SERVICES AND PUBLIC PROTECTION FOR ACCESS TO THE CONNECTICUT ON-LINE LAW ENFORCEMENT COMMUNICATIONS TELEPROCESSING (COLLECT) SYSTEM.


The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to the State of Connecticut Department of Emergency Services and Public Protection (Address: 1111 Country Club Rd., Middletown, Connecticut 06457-2389; SAM UEI YDBAZKLDWMN4; CAGE Code: 3SEJ1) for access to the Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) System. The COLLECT system provides federal, state, and local agencies with the ability to research criminal records, perform background checks, and other research in support of conducting law enforcement operations in the State of Connecticut. Access to the COLLECT system for the ICE/ERO/Boston Field Office has been determined to be mission critical for the support of immigration enforcement actions. Without access to the COLLECT system, ICE/ERO’s ability to obtain timely, mission-critical information in support of immigration enforcement operations would be severely hindered.


There is only one responsible source and no other supplies or services will satisfy agency requirement as the statewide emergency communication service required is only available from the and no other agency offers those services. Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO determined there were no other providers capable of fulfillng the government's need. The Department of Emergency Services and Public Protection was the only source capable of providing access to the COLLECT system, which was established by the State of Connecticut to enable federal, state, and local agencies to conduct research of criminal records and perform background checks to enhance the ability of agencies to identify and locate criminal aliens in the State of Connecticut. OAQ and ERO have completed extensive research and used previous experience to try to identify other sources for the need. 


This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM Eastern Daylight Time on June 18, 2026 by email to John.Cappello@ice.dhs.gov; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Access to COLLECT System.” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award.
