AI Contract Overview
The U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement, intends to award a sole source firm-fixed price purchase order to the State of Connecticut Department of Emergency Services and Public Protection for access to the Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) System. This system enables federal, state, and local law enforcement agencies to conduct criminal record research, background checks, and other critical data queries essential for identifying and locating criminal aliens within Connecticut. Access is deemed mission critical for the ICE/ERO Boston Field Office to effectively carry out immigration enforcement operations, as no alternative system or provider can deliver the same capabilities. Extensive market research by the Office of Acquisition Management and Enforcement & Removal Operations has confirmed that the COLLECT system is uniquely available only through the State of Connecticut, with no other entity capable of fulfilling the government’s requirement. The procurement will be conducted under FAR Part 13 procedures and authorized by FAR 13.106-1(b)(1)(i), permitting solicitation from a single source due to the absence of viable alternatives. The notice is not a request for quotes or proposals, and responses submitted by interested parties will be evaluated solely to determine whether competition would be in the government’s best interest. Responses must be emailed to John.Cappello@ice.dhs.gov by 3:00 PM Eastern Daylight Time on June 18, 2026, with the subject line “Response to Notice of Intent – Access to COLLECT System,” and must demonstrate the respondent’s ability to provide the required services at no cost to the government. Telephone inquiries will not be accepted. The primary NAICS code for this action is 518210, and the government retains the right to cancel the sole source award. The place of performance is Burlington, Massachusetts, and the contract will be administered by the Department of Homeland Security’s Detention Compliance and Removals office in Washington, D.C.

Market Research conducted by OAQ and ERO determined there were no other providers capable of fulfillng the government's need.
