The Department of Homeland Security’s U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management, intends to award a firm-fixed price purchase order on a sole source basis to the State of Connecticut Department of Emergency Services and Public Protection for access to the Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) System. This system is crucial for federal, state, and local law enforcement agencies to research criminal records, conduct background checks, and support immigration enforcement operations, specifically for the ICE Enforcement and Removal Operations Boston Field Office. Access to the COLLECT system is deemed mission critical, as it provides timely and essential information needed to identify and locate criminal aliens within Connecticut. The sole source award is justified by the unique nature of this statewide emergency communication service, which no other provider can fulfill. Extensive market research confirmed that the Connecticut Department of Emergency Services and Public Protection is the only entity capable of meeting these requirements. The system was established by the state to facilitate law enforcement access to critical criminal history information, enhancing agencies’ operational effectiveness. This notice serves solely to inform of the government’s intent to make a sole source award and is not a solicitation for proposals or quotes. Interested parties may respond by a specified deadline to express interest, but the government reserves the right to proceed without competition. The contract is anticipated to be awarded under FAR Part 13 procedures, classified under NAICS code 518210, which covers computing infrastructure providers and related services. The COLLECT system provides federal, state, and local agencies with the ability to research criminal records, perform background checks, and other research in support of conducting law enforcement operations in the State of Connecticut. Access to the COLLECT system for the ICE/ERO/Boston Field Office has been determined to be mission critical for the support of immigration enforcement actions. Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO determined there were no other providers capable of fulfillng the government's need. OAQ and ERO have completed extensive research and used previous experience to try to identify other sources for the need.
