The Virginia Railway Express initiated a two-step procurement process under RFQ 026-006 to secure Construction Manager / General Contractor (CM/GC) services for the L'Enfant Station and 4th Track Improvements Project. The project scope involves significant infrastructure upgrades, including the construction of a new fourth track, a new island platform, ADA accessible entrances, and the widening of the 7th Street SW undergrade bridge. The procurement was structured to first establish a shortlist of qualified firms through Statements of Qualifications, followed by a Request for Proposals for the selected candidates. Key requirements for offerors included a bonding capacity of at least 80 million dollars and adherence to open book cost estimating standards for transparency in direct and indirect costs. Following a competitive evaluation and a shortlisting of four firms, the Virginia Railway Express issued a final ranking on July 16, 2026. Skanska USA Civil Northeast, Inc. was ranked first and subsequently received the Notice of Intent to Award on July 20, 2026. The project, with an estimated value of 132 million dollars, requires strict coordination with CSXT right-of-way requirements and adherence to various railroad and safety codes. The final contract structure includes a Preconstruction Services Contract with the potential for a subsequent Construction Contract.
