Chemical Products Qualified Vendor List - Additional Vendors
Solicitation # STATE 0000000547SL
The State of Missouri Office of Administration, Division of Purchasing, is soliciting additional qualified vendors to be added to a Qualified Vendor List (QVL) for the supply of chemical products. These materials support the Missouri Department of Corrections, Missouri Vocational Enterprises, and the Chemical Factory at the Eastern Reception and Diagnostic Correctional Center. The contract period runs from the date of award through March 9, 2027, with the state holding an option to renew for two additional one-year periods. Because of market volatility, pricing is not requested during the initial solicitation; instead, the state will request firm, fixed-price quotes from QVL contractors on an as-needed basis. Awards for specific orders will be granted to the lowest and best vendor, with evaluation factors including price, Domestic Procurement Act preferences, and bonus points for Missouri service-disabled veteran business enterprises or certified nonprofit organizations and workshops. Supplies must be delivered Free On Board (FOB) Destination to the Chemical Factory in Bonne Terre, Missouri, typically within ten calendar days of a properly executed order. Contractors must comply with strict safety and hazard communication standards, including providing warning labels and Safety Data Sheets (SDS) with shipments. Compliance with the Domestic Products Procurement Act (Buy American) is required, and vendors must certify the point of manufacture for their products. Payments are issued within 30 calendar days of receiving a valid, itemized invoice. Proposals must be submitted electronically via the MissouriBUYS portal, including completed vendor response exhibits and a comprehensive list of chemical products to be considered responsive.

The contract solicits bids for the supply and delivery of Soda Ash, Dense, specifically anhydrous sodium carbonate, to two wastewater treatment plants operated by the Warwick Township Water and Sewer Authority in Bucks County, Pennsylvania: the Fish Creek and Country Crossing facilities. The base bid requires the provision of approximately 2,470 fifty-pound paper bags per year for a one-year period, with deliveries split between the two sites—averaging 2,080 bags at Fish Creek and 390 at Country Crossing. An optional alternate bid is available for an additional two years, totaling 4,940 bags annually over the extended term, though bidders are not obligated to submit for the alternate. All deliveries must be made in fifty-pound paper bags on pallets, with a minimum of one pallet delivered per site per shipment. Vendors must supply their own vehicles equipped with a lift gate and a motorized pallet jack due to the absence of loading docks at either plant, and while they are responsible for moving pallets into designated indoor locations as directed by Authority personnel, hand-unloading is not required. Delivery vehicles must be able to maneuver without turnaround space within the plant premises. Bids must be accompanied by bid security in the form of a certified check or bond equal to at least ten percent of the base bid amount and must be submitted via the PennBid portal by the deadline of June 16, 2026. Bidders are required to have conducted a site visit, reviewed all specifications and addenda, and confirmed understanding of all requirements before submitting. Upon award, successful bidders must execute a formal agreement within ten days of receipt and provide performance and payment bonds with approved sureties. Failure to meet delivery schedules incurs liquidated damages of one hundred dollars per calendar day of delay. All work is covered under a lump-sum price structure, and no additional payments are permitted for work not explicitly specified. Bids must be submitted using the official form, completed with proper legal entity representation including signed attestations consistent with the bidder’s organizational structure, and may not be altered from the prescribed format.
