The Defense Logistics Agency (DLA) Energy FESBA anticipates issuing a Request for Proposal (RFP) for bulk/retail fuel services for CONTRACTOR-OWNED / CONTRACTOR OPERATED AND GOVERNMENT-OWNED/CONTRACTOR-OPERATED, (COCO/GOCO) FUEL OPERATIONS AT (Fort Carson, CO: Pinyon Canyon and Wilderness Road). This includes services for the operations, management and administration pertaining to the receipt, storage and handling, and issue of DLA Energy fuel products. The Contractor will be expected to provide COCO/GOCO operation and maintenance services for bulk and retail refueling services.


This procurement will be a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 493190 (Other Warehouse and Storage). The current size standard is $36.5 million.


The Government anticipates awarding a firm-fixed-price contract with a four-year base period of performance beginning December 01, 2027, to November 30, 2031, followed by four (4) five-year option periods and one (1) 4.5-year option period as shown below:


Option 1: December 1, 2031, to Nov 30, 2036


Option 2: December 1, 2036, to November 30, 2041


Option 3: December 1, 2041, to November 30, 2046


Option 4: December 1, 2046, to November 30, 2051


Option 5 December 1, 2051, to May 31, 2056


Extension Option: June 1, 2056 – November 30, 2056
