AI Contract Overview
This contract is a firm fixed price solicitation for non-personal services to provide, install, maintain, and support a fleet of 367 multi-functional devices (MFDs) across United States Military Academy, West Point Garrison, Keller Army Hospital, Camp Buckner, and other locations under the supervision of the CIO/G6. The equipment includes both monochrome and color MFDs at 40 pages per minute, with and without CAC authentication capability, requiring delivery, setup, training, routine and unscheduled maintenance, toner replenishment, hard drive removal, and recovery during decommissioning. All devices must be centrally managed in a Hybrid Active Directory/Microsoft Azure Cloud environment, support secure print-by-pin functionality, accommodate letter, legal, and tabloid paper sizes, and feature identical user interfaces for color and monochrome models to minimize training. The contractor is responsible for all travel, consumables, parts, tools, and personnel necessary to maintain continuous operation, including relocating devices as directed during the contract term. The contract spans one base year and four option periods totaling 60 months and requires strict compliance with federal regulations including FAR, DFARS, and AFARS, as well as specific mandates under the Privacy Act of 1974, Section 508 accessibility standards, IPv6 support, and DoD 8140 training requirements. All contractor personnel must undergo background checks or NACI verification, particularly those accessing CAC-enabled systems or government IT resources, and must comply with force protection, OPSEC, and anti-trafficking policies. The contractor must develop and maintain a Quality Control Plan with detailed organizational structure, performance monitoring procedures, personnel qualification tracking, government property inventory controls, and documentation retention for five years beyond contract completion. The government will monitor performance via a Quality Assurance Surveillance Plan and expects immediate notification of any service issues within two hours, followed by a written report within one day. Security protocols require proper safeguarding of government equipment, control of issued keys and access cards, compliance with EM 385-1-1 safety standards, and submission of an Accident Prevention Plan prior to work commencement. Deliveries must be segmented by agency, toner shipments must reach departmental addresses directly regardless of printer location, and all services are performed at the contractor’s expense without government reimbursement for travel or logistics. The contracting officer’s representative will oversee technical compliance, while the contracting officer retains authority to approve changes, issue acceptances, and enforce contract terms.
