AI Contract Overview
This is a Request for Information (RFI)/Sources Sought issued by the Department of State’s Acquisitions - Aqm Momentum office to conduct market research for a comprehensive, multi-layered Counter-Unmanned Aircraft Systems (C-UAS) defensive solution. The objective is to identify industry capabilities capable of continuous, real-time detection, tracking, identification, and controlled mitigation of Group 1 and Group 2 UAS in complex, high-clutter operational environments. The system must handle autonomous threats, detect custom or modified drone protocols using passive RF libraries, locate Ground Control Stations, and track dark drones via radar and electro-optical/infrared sensors without relying on active communications. Mitigation must be precise, avoiding disruption to civil GPS or Wi-Fi networks, and include surgical jamming, protocol-specific cyber takeover, and whitelisting of friendly systems, with predictable post-mitigation behaviors such as forced hover or return-to-home. The solution must be hardware-agnostic with open APIs to integrate third-party sensors and operate as a unified C2 platform. Respondents must be registered in SAM.gov and provide their company profile including CAGE Code, UEI, business size, socioeconomic status, and applicable NAICS code 334511. Technical responses must address a detailed questionnaire covering system architecture, environmental resilience, integration capabilities, and warranty terms. Participation is voluntary, no compensation is provided for responses, and proprietary information must be minimized and clearly marked. All submissions are non-returnable and will not result in notification of results. The RFI, issued under FAR 15.201(e), does not constitute a solicitation or binding commitment to award a contract and is strictly for acquisition planning purposes. The response deadline is June 16, 2026, and inquiries must be submitted in writing only. Place of performance is Washington, D.C.
