This is not a solicitation or request for proposal announcement. This request for information (RFI)/Sources Sought is for market research only and to assist the Office of the Nonproliferation and Disarmament Fund (NDF) in determining technical capabilities of interested parties for identifying capable sources and assess the current market availability, technical maturity, and operational feasibility of a comprehensive, multi-layered Counter-Unmanned Aircraft Systems (C-UAS) defensive equipment solution.


The primary objective is to secure a system capable of continuous, real-time drone detection, tracking, identification, and controlled mitigation within diverse, high-clutter operational environments.


Scope of Requirement:


The baseline system must provide early warning and definitive threat classification against Group 1 and Group 2 Unmanned Aircraft Systems (UAS). Respondents must demonstrate how their system architecture handles complex environmental clutter, autonomous threats, and protocol-level integration.


INSTRUCTION TO RESPONDENTS: Interested parties who desire to participate in this RFI/Sources Sought are encouraged to submit responses addressing the specific technical criteria outlined in the technical questionnaire. (see attachment)


Responses shall include the following information:


A. Company Profile


  1. Company name, address, point of contact, phone number, and email address
  2. CAGE Code and UEI (Unique Entity Identifier) number
  3. Business size and socioeconomic status (check all that apply):
  4. NAICS code(s) under which you would respond

B. Capability Information


  1. Please provide answers to technical questionnaires.
  2. Please note that prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOS contract SAM website at: Home | SAM.gov
  3. Indicate whether the company is currently performing this type of work/whether the capability can be obtained under an existing Government contract. Provide the contract number(s) and Government point of contact accordingly.
  4. Please include product warranty terms as applicable, along with any warranty limitations. If product warranty terms are not applicable, please state N/A.
  5. The Government (NDF) may contact respondents to obtain additional information or clarification to fully understand a company's response. This may include discussions, virtual meetings, site visits, demonstrations, etc.to further the Government's understanding of a proposed solution, as well as a company's understanding of the Government's requirements.

This RFI is issued in accordance with FAR 15.201(e) for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government will not pay for any information solicited or received.



Responses to this notice will not be returned and no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Proprietary information, if any, should be minimized and must be clearly marked.



Respondents will not be notified of the results of the review. However, responses may be used by the Government in developing the acquisition strategy and solicitation documents. The Government reserves the right to contact individual respondents for clarification or additional information.



No telephone inquiries will be accepted. All questions must be submitted in writing as specified above. Not responding to this RFI does not preclude participation in any future request for proposal (RFP) or request for quotation (RFQ), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All responses to this RFI will remain in the possession of the Government and will not be returned.
