Credentialing Verification Sources Sought

The U.S. Department of Veterans Affairs, through its Veterans Health Administration’s Office of Integrated Veteran Care, is seeking information from industry to support the credentialing and ongoing monitoring of community care providers who deliver hospital care, medical services, or extended care to Veterans under the Veteran Community Care Program. This initiative covers credentialing activities for both Community Care Network and Veterans Care Agreements participants, requiring a Credentials Verification Organization to manage end-to-end processes including primary source verification, application intake, re-credentialing, risk assessment, and continuous oversight. The scope demands real-time digital capabilities such as dashboards for tracking credentialing status, bulk data upload and export functions, audit-ready reporting, and integration with national databases for verification of licenses, certifications, sanctions, malpractice history, and DEA registrations—all under a 10-year lookback requirement. The contractor must maintain NCQA or URAC accreditation throughout performance and demonstrate strict compliance with federal standards including HIPAA, the Privacy Act, and FIPS 140-2 encryption for data security. The contract will be structured as a Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity vehicle with a 12-month base period and four optional 12-month extensions, totaling up to five years. The contractor is responsible for performing all work at their own facilities and delivering digital outputs such as Credentialing Verification Packages, Monthly Status Reports, a standardized Provider Standardized Assessment tool with risk grading, training materials, and reporting templates—all subject to VA approval and Section 508 compliance. The Department of Veterans Affairs retains unlimited rights to all data and deliverables, and all information must be returned upon contract conclusion. Contractors must notify VA within three business days of any loss of accreditation and submit corrective action plans. Evaluation will prioritize technical capability, system functionality, adherence to verification timeframes, risk management rigor, and experience in handling non-traditional providers outside standard accreditation frameworks.
