*** THIS IS NOT A BID *** The description of services intended for purchase from a sole source is posted in accordance with section 3.9, Procurement Ordinance 25-11, and will be posted for a minimum of 15 business days. Commodity or Service Required: Purchase of Cummins OEM Parts and Service Description: Lee County Procurement Management Department seeks to execute a sole-source procurement for OEM parts and service for Cummins generators and engines, control and circuit boards, all components associated with Cummins Power Command panels, and services. The departments utilizing this sole source are Facilities Construction & Management, Fleet Management, Lee Tran, Solid Waste, and Utilities. Intended Sole Source: Cummins, Inc., dba Cummins Sales and Service Justification for Sole Source Acquisition: Cummins-authorized service providers possess specialized training, proprietary diagnostic tools, and direct access to technical updates, which are essential for maintaining the county’s fleet and equipment in accordance with manufacturer standards and regulatory requirements. Furthermore, it is critical for compatibility, reliability, and compliance with existing Cummins engines used in county vehicles and equipment. Cummins OEM parts are specifically designed and manufactured to meet the exact specifications of Cummins engines and equipment, ensuring optimal performance, longevity, and adherence to warranty requirements. Utilizing non-OEM parts or services may void warranties, compromise engine performance, and increase maintenance costs due to potential incompatibility or substandard quality. The sole-source approach minimizes downtime, enhances operational reliability, and ensures fiscal responsibility by avoiding costly repairs associated with unauthorized alternatives. The County has 162 Cummins units that require service repairs and preventive maintenance. This involves an array of different parts to keep all the units running for reliability. Additionally, there are programming services associated with Cummins control panels, which are proprietary equipment that can only be programmed by Cummins technicians. Recommended Procurement Approach: For the reason(s) stated above, Lee County Procurement Management intends to utilize the Sole-Source Procurement method to purchase from Cummins, Inc., dba Cummins Sales and Service to supply the above. Respond to: If your firm feels they have the ability to supply the above, please contact Kevin Walker, Lee County Procurement Management at KWalker2@leegov.com for review.
