Cummins QSC 8.3 Engine Repair Requirement

The United States Coast Guard, through the Surface Forces Logistics Center’s Procurement Branch 3, is seeking qualified contractors to repair twelve Cummins QSC 8.3 engines used on its 47-foot Motor Life Boats under a combined synopsis and solicitation issued as a simplified acquisition under FAR 12.201. Only OEM-certified Cummins distributors are eligible, and proposers must possess and submit proof of current Cummins certification to be considered. The requirement mandates a Firm, Fixed-Price proposal submitted via email by 1400 ET on July 13, 2026, following a question submission deadline of July 7, 2026. The work involves a two-phase process: first, an Open/Inspect/Report (OIR) phase to assess each engine’s condition, followed by repair execution to restore the engines to Fully Mission Capable (Condition B) status. Pricing consists of fixed-price line items for the OIR and dyno testing, with labor and parts pricing to be finalized post-OIR based on actual requirements. Labor is initially estimated at 80 hours per engine for a total of 960 hours, and parts will be quoted after inspection. All repairs, inspections, and dynamometer testing must occur at the contractor’s facility following OEM technical manuals and service bulletins, with final acceptance contingent upon successful dyno test results witnessed or verified by a Coast Guard representative. Contracts require strict compliance with numerous Federal Acquisition Regulation clauses, including Unique Entity Identifier and System for Award Management maintenance, basic cybersecurity safeguards, prohibitions on certain telecommunications equipment, and Buy American Act adherence. Contractors must comply with drug-free workplace policies, trafficking in persons prohibitions, and child labor standards, and provide all statutory representations including tax certification, responsibility matters, and supply chain security disclosures. All invoices must be submitted electronically through the Invoice Processing Platform at ipp.gov. Deliverables include Core Condition Reports within five days of engine receipt, Disassembly Reports within fifteen days, and notification to the Contracting Officer’s Representative three business days prior to testing. Final engine returns per vessel are due no later than forty-five calendar days after receiving authorization to proceed. Shipping to and from the contractor’s facility is the contractor’s responsibility under F.O.B. Destination terms.
