Cummins Transit Engine Installation and Maintenance

The Regional Municipality of Wood Buffalo has issued Request for Quotation RFQ-2026-1376 for the installation and maintenance of Cummins Transit Engines. The scope of work encompasses diagnostic, removal, installation, overhaul, rebuilding, and warranty repair services, as well as parts procurement for Cummins engines and related components within the municipal transit fleet. This goods and services agreement is intended for a three-year term, with the possibility of two optional one-year extensions. Work is generally performed at the successful respondent's facility, though the Municipality is responsible for vehicle retrieval if the facility is located within 100 kilometers of the RMWB Urban Service Area. Performance standards require adherence to Cummins' installation procedures and industry best practices, with specific timelines mandating that engine repairs be completed within three business days of authorization and cost estimates provided within two business days of a request. The evaluation process utilizes a high-score e-procurement method totaling 100 points, heavily weighted toward pricing at 80 points. The remaining 20 points are divided equally between social procurement (10 points) and Indigenous participation (10 points), with preferential scoring for local Indigenous businesses and businesses demonstrating social benefits through specific questionnaires. Respondents must provide competitive unit rates for mechanical and diagnostic labor, as well as mark-up percentages for third-party materials, shop fees, and environmental disposal. Mandatory submission requirements include the completion of respondent declaration and information forms via the electronic bidding system, as well as the provision of a Safety Certificate of Recognition (COR) or SECOR. The contract also includes strict provisions regarding personnel stability, indemnification, and compliance with the Occupational Health and Safety Act.
