The Transportation Security Administration (TSA), Office of Acquisition, on behalf of the Office of Security Operations, intends to negotiate and award on a sole source basis, under the authority of TSA?s Acquisition Management System, Section 3.2.2.4, Single Source Selection, a modification to contract HSTS01-06-C-CIO705 with Sabre Airline Solutions. This modification is to provide: (1) support for configuration changes to the source code of the Sabre Streamline Suite software applications for scheduling, timekeeping activities; and, (2) consulting engagement services for the aforementioned applications. These efforts are for TSA?s Electronic Time, Attendance and Scheduling (eTAS) system which is currently in development. Because Sabre is the developer of the software that will be modified, it is the only responsible source capable of providing the necessary services required within the specified program schedule for the rollout of the eTAS system (end of 2008). This notice of intent is not a request for competitive proposals, as no solicitation package will be issued. However, if a firm believes it can meet these requirements within the prescribed time frame, it may give notification via e-mail to the Contract Specialist listed below no later than December 27, 2007, 12:00 Noon, EST. A determination not to compete the proposed acquisition, based upon responses to this notice, is solely within the discretion of the Government. If no responses are received, TSA will proceed with a sole-source negotiation with Sabre.
