The U.S. Army Corps of Engineers, Engineer Research and Development Center is issuing a Sources Sought Notice for the design and implementation of a High Performance Computational Model Builder for Multi-Dimensional Models. This research and development effort aims to create a cross-platform framework of tools for the pre- and post-processing of various discipline-specific models used in watersheds, rivers, reservoirs, estuaries, and oceans. The goal is to move beyond the constraints of 32-bit Windows environments to support both single-processor desktops and parallel High Performance Computing machines, specifically improving mesh generation, boundary condition assignment, and visualization. Future developments for the system will include integrating geographic information system inputs for surface water problems, creating input files for ERDC-built simulation models, and enabling the direct import and meshing of CAD objects. This is a market survey for preliminary planning and not a formal solicitation for proposals. Interested firms must submit a capability statement of no more than 10 pages by April 7, 2009, to demonstrate their experience and technical skills. This opportunity is designated as a Total Small Business Set-Aside under NAICS code 541511.

Full Description

This is a Sources Sought Notice for information and preliminary planning only. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Vicksburg, MS has been tasked to solicit for the Design and Implementation of the Department of Defense (DoD) High Performance Computational Model Builder (CMB) for Multi-Dimensional Models. This requirement and resulting contract is for research and development of a cross-platform framework of tools to handle the pre- and post-processing of the numerous discipline-specific ERDC developed models that run on DoD High Performance Computers (HPC). These models are applied to solve problems in watersheds (both surface water and groundwater), rivers, reservoirs, estuaries, and oceans. Simulations are run on both single-processor desktop computers and, for larger applications, on parallel HPC machines. For both the desktop and HPC simulations, pre- and post-processing (mesh generation, boundary condition assignment, and visualization) historically were accomplished on the serial desktop computers and within the constraints provided by the 32-bit Windows operating environment. The CMB is based on problem definition concepts that have been in use for many years in the fluid mechanics and solid mechanics disciplines. The CMB desktop applications cover the many steps necessary to pass from a conceptual description of a problem to be modeled, through mesh generation, boundary and initial condition assignment, creation of input files for a particular simulation code, and post-processing. The CMB design delays full mesh generation as long as possible to keep problem sizes manageable, working with 2D edges or 3D shells when tagging for boundary conditions. From a complete conceptual model, simple meshes can be generated locally or the model can be exported as well as its boundary tags for mesh generation by HPC-based meshing tools. The CMB will continue to develop by adding more ERDC specific needs, such as: setting up two-dimensional surface water problems from basic geographic information system (GIS) inputs; input files for several ERDC-built simulation models; tailored interface DoD/DoE mesh generators, and direct import and meshing of CAD objects. This work will produce a robust multi-functional conceptual modeling environment that is applicable across domains. This notice is not to be construed as a commitment by the U. S. Government. If a formal solicitation is generated at a later date, a solicitation notice will be published. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this Market Survey. Respondents will not be notified of the results of this survey or results of information submitted. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government requirements stated above. The capability statement shall be in sufficient detail and limited to 10 pages, so that the Government can determine the experience and capability of your firm. No reimbursement will be made for any cost associated with providing information in response to this synopsis or any follow up information requests. Interested Offerors shall respond to this notice no later than 02:00 PM (CST) 07 April 2009. Please submit capability statements to: Trudy H. James, Contract Specialist, ERDC Contracting Office, 3909 Halls Ferry Road, Bldg. 1003, Vicksburg, MS 39180-6199, or email to: contact@example.gov
