The Pension Benefit Guaranty Corporation (PBGC) intends to expand the scope of Contract PBGC01-CT-02-0630 to increase efforts related to the analysis, development, and maintenance of approximately 16 custom-designed software applications critical to PBGC operations. This contract extension for the fiscal year 2003 responds to increased workload pressures stemming from the imminent trusteeship of a major pension plan and the need to support software modifications aligned with corporate infrastructure changes and upgrades. Given the additional demands anticipated on system efficiency and responsiveness, PBGC recognizes that the incumbent provider’s in-depth understanding of the agency’s complex environment, policies, and procedures positions them well to continue delivering these services effectively. This contract represents the continuation of prior work with the current provider, reflecting PBGC’s strategy to maintain continuity and leverage the provider’s accumulated institutional knowledge to meet emerging challenges. While the contract terms invite submissions from all capable sources, PBGC emphasizes that the existing contractor’s proven experience and familiarity with the agency's systems make them a preferred candidate for ongoing work. The contracting officer overseeing this effort is Gregory N. Smith, with the procurement notice posted on April 28, 2003, inviting responsible parties to demonstrate their capabilities in line with specified agency notes.

Full Description

The Pension Benefit Guaranty Corporation (PBGC) seeks to increase the current level of effort under Contract PBGC01-CT-02-0630. The contract includes the analysis, development and maintenance programming of approximately 16 PBGC custom-designed software applications. This is a continuation of work already undertaken by the existing provider. The increase in the level of effort for just the current fiscal year of 2003 is to accommodate the increase in workload resulting from the upcoming trusteeship of a significant pension plan and provide support for software applications maintained by this contract, in support of corporate infrastructure changes and upgrades. These additional activities are likely to place unforeseen demands on the efficiency and responsiveness of PBGC systems. In view of the provider's familiarity with the complexities of PBGC, extensive systems experience with PBGC's environment, and the time already spent in learning the work and PBGC policies and procedures, it is PBGC's belief that it would be in our best interest for the current provider to continue performing the work under the contract. All responsible sources may submit their capabilities which will be considered by the agency in accordance with Numbered Note 22.
