The U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy plans to award a sole-source contract to Innovative Web Applications, Inc. (IWA) for the implementation, maintenance, support, and integration of equipment and appliance standards using their proprietary RevCom 4.0 software. This web-based application facilitates standards, regulations, and policy development and promulgation, and will be integrated with the DOE Directives, Regulations, Policies, and Standards Portal. IWA, based in Los Alamos, NM, has demonstrated extensive experience in designing, developing, and customizing the RevCom software, which is why the DOE will negotiate exclusively with this company under FAR 6.302-1 authority, precluding consideration of other sources. The contract solicitation, designated as DOE-SNOTE-030310-002, was publicly announced in March 2003 to meet FAR Part 5 requirements but will not involve competitive bidding. The contract is dependent on funding availability, and no formal solicitation requests will be accepted. All inquiries must be directed to Turnetta Cook at the DOE. This acquisition focuses specifically on technical support for DOE's Directive Review and Comment System, ensuring continued functionality and enhancement of the RevCom software within DOE regulatory and policy frameworks.
