D--Justification for Other than Full and Open Competition

The US Army Corps of Engineers Engineer Research and Development Center plans to award a sole source contract to Kitware, Inc. for the ongoing development of the DoD Computational Model Builder (CMB) for Multi-Dimensional Models. This contract is justified under specific statutory authority that allows procurement without full and open competition, citing that Kitware is the only responsible source capable of fulfilling the agency’s unique requirements.
