The U.S. Army Contracting Command at Aberdeen Proving Ground plans to award a firm-fixed price contract to Knowledge Sharing Systems, Inc. (KSS) on a sole source basis, citing the unique and highly specialized nature of the required software and services. The contract will have an eight-month base period with a twelve-month option, and it will be awarded under FAR part 8.405-6(a)(B) because KSS is the only provider capable of delivering the specified solution. KSS holds exclusive data rights to a customized version of a commercial off-the-shelf software program known as the Knowledge Information and Technology Sharing System (KITS). This software is currently the only one certified under the Department of Defense Information Assurance Certification and Accreditation Process (DIACAP) and has a valid Authorization to Operate (ATO), allowing it to significantly enhance the Technology Transfer functions of the Research, Development, and Engineering Command. Market research confirmed that no other sources or alternatives could meet the stringent requirements or provide the same functionality within the required timeframe. Consequently, the government will proceed with the sole source award to KSS under their existing GSA contract. This notice is not a solicitation but an intent alert, inviting interested parties with the capability to meet the requirement to express their interest by a specified deadline, though the government retains discretion on whether to compete the contract. Responses must be submitted in writing, clearly demonstrating the capability to provide the software and services, and must be delivered either electronically or by hard copy to the specified address. Questions and communications related to this requirement are directed to the contracting office email provided.
