The Missile Defense Agency (MDA) has issued a Request for Information (RFI) to conduct market research in support of its Integrated Research & Development for Enterprise Solutions (IRES) acquisition. This effort aims to gather insights from potential sources to inform the development of an acquisition strategy that addresses a wide range of high-level objectives, including Ballistic Missile Defense System operations, testing, wargaming, modeling and simulation, enterprise communications, IT environments, and facility infrastructure management. The goal is to identify capable vendors, understand commercial practices, reduce competition barriers, maximize small business participation, and explore various contract structures and evaluation criteria. Due to the complexity and interdependence of the objectives, an integrated, flexible, and multi-purpose contract is sought to efficiently meet the needs of multiple stakeholders while ensuring system interoperability, configuration control, and resource prioritization. The RFI is posted under multiple classifications and NAICS codes on the Federal Business Opportunities platform to ensure wide dissemination, though these postings do not imply a preferred acquisition strategy. The main solicitation number H95001-IRES-A consolidates all related documents and updates, and interested parties are encouraged to register for notifications. The contract is managed from Schriever Air Force Base, Colorado, with Maureen Atwood serving as the Contracting Officer and primary point of contact. Respondents are advised to review all provided attachments thoroughly, especially regarding communication protocols with MDA personnel, before submitting inquiries. This market research is a preliminary step, not a solicitation for proposals or quotes, aimed at shaping the future acquisition approach for this complex defense capability integration effort.

Purpose. This is not a request for a quote or a proposal. This request for information (RFI) is issued for the purpose of conducting market research for the Missile Defense Agency's (MDA) Integrated Research & Development for Enterprise Solutions (IRES) acquisition. This market research will assist the MDA with identifying interested and capable sources and developing its acquisition strategy for any and all of the IRES high level objectives and capabilities. Key market research goals include gaining knowledge of commercial practices, identifying and minimizing barriers to competition, identifying and maximizing small business opportunities, identifying risks, identifying potential requirements definition and contract construct alternatives, identifying appropriate request for proposal and contract terms and conditions, and identifying potential evaluation discriminators and evaluation approaches. IRES Overview. The IRES acquisition seeks to enable stakeholders to achieve Ballistic Missile Defense (BMD) mission objectives by providing an efficient and flexible, multi-purpose, capabilities-based contract(s) to execute the following high level objectives: Ballistic Missile Defense System (BMDS) mission operations; BMDS testing; wargames and exercises; modeling and simulation; enterprise communications and information technology (IT) environment; and operation of facility infrastructure. Successful realization of a single high level objective cannot be achieved without thorough system integration and interoperability. The challenge is to simultaneously and efficiently execute multiple stakeholder requirements that span multiple high level objectives. Integration and de-confliction of critical assets, maintaining positive configuration control, and rapid reprioritization of resources is essential to operating and maintaining this dynamic environment. For general information regarding the Missile Defense Agency, please visit the MDA public website at http://www.mda.mil. Multiple FBO Notices.
