The U.S. Army Corps of Engineers, Portland District, intends to award a sole-source, firm-fixed price contract to OneRain Inc for software service and support of the OneRain Contrail Software. This software is essential for tracking inventory and acquiring hydromet data to support the Water Management mission of the Willow Creek ALERT Flood Warning System. The contract is being issued under the authority of 10 U.S.C 2304(c)(1), allowing a non-competitive acquisition because the required services are available from only one source, as outlined in FAR 6.302-1(b)(1)(ii). The acquisition does not exceed the simplified acquisition threshold and will not be posted as a solicitation since the Contrail SaaS is a proprietary product solely developed and maintained by OneRain. Potential interested parties are invited to submit capability statements, proposals, or quotes prior to the deadline of August 5, 2015, at 8:00 AM Pacific Time, although this is not a request for competitive proposals. If no compelling evidence is presented to justify competition, the contract will proceed without further notice. Only written electronic responses directed to the contracting officer, Robbie Newland, will be accepted, and oral communications are not considered valid responses. The contract is classified under NAICS code 541511 for Computer Software Support Services, with a small business size standard of $27.5 million. The contracting office is located in Portland, Oregon.
