The Department of the Treasury's Bureau of the Public Debt, on behalf of FinCEN, is planning to award a sole-source contract for a subscription to the World-Check Online Service web database, pending final approval. This acquisition is designed to secure access to a proprietary database that uniquely consolidates and structures extensive subject, organizational, and geographic information essential for FinCEN's operations. The World-Check service offers an automated screening capability for an unlimited number of names and Suspicious Activity Reports (SARs), leveraging over 140,000 public, online sources with international reach and multi-lingual research support — features that traditional research services cannot provide. The database complies with the stringent security and computer regulations imposed by FinCEN and the U.S. Treasury, and the vendor certifies that no user activity logs are generated. Public Debt is inviting affirmative responses by September 2, 2004, from providers able to offer the required service or a functional equivalent on terms more advantageous to the government. These responses must include sufficient documentation of capability and advantages, while requests for additional information or copies of solicitation documents do not count as affirmative responses. If no such competitive offers are received, the contract will be awarded solely to World-Check. This contract reflects the government's intention to utilize a specialized, secure, and comprehensive compliance screening tool essential to FinCEN’s regulatory and investigative functions.

Full Description

Subject to final approval, FinCEN, through the Department of Treasury, Bureau of the Public Debt, intends to issue on a sole-source basis, a simplified acquisition for a subscription to World-Check Online Service web database. The unique quality of the World-Check product is proprietary. World-Check Online Service offers extensive subject, organizational, and /or geographic information that is required by FinCEN. World Check's consolidation and structuring of information enables the automatic screening of an unlimited number of names/SARs, which cannot be achieved through traditional research services. World-Check's source coverage extends to over 140,000 sources, many of which are sources FinCEN has to individually access. World-Check's coverage is international, and its research team is multi-lingual, which is a particular need of FinCEN's. World-Check database is built entirely from public, online sources. World-Check is the only research service vendor that has established and had certified that there are no logs generated on user activity. World-Check is a proprietary system that is compatible and complies with FinCEN and US Treasury's strict security and computer regulations. No solicitation document is available. Public Debt will consider all affirmative responses received no later than 2:00 p.m., EDT on September 2, 2004. Affirmative responses shall be accompanied by sufficient documentation to clearly show the ability to provide the required item or functional equivalent at terms more advantageous to the Government. Request for more information or a copy of the solicitation will not be considered affirmative responses. If no affirmative response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we will make a sole-source award to World-Check.
