The US Army Medical Research Acquisition Activity plans to negotiate a contract with the Institute of Electrical and Electronic Engineers Standards Association (IEEE SA) on a non-competitive basis to provide unlimited public access to four critical N42 radiation detection standards related to homeland security. These standards include performance criteria and evaluation guidelines for personal radiation detectors, portable radiation detection instruments, hand-held radionuclide detection instruments, and radiation detection portal monitors. The contract will deliver a web-based platform, similar to the Get IEEE 802 site, for document access and distribution from June 7, 2004, to May 6, 2005. Key tasks include creating an efficient online platform for PDF downloads, designing the website with up to three hierarchical levels, managing content uploading and posting, capturing user information with acceptance of terms before access, and providing usage reports categorized by user type and download frequency to the Department of Homeland Security. Interested contractors must submit qualifications by June 2, 2004, as no formal solicitation is currently issued; competitive bidding may follow after the government reviews qualifications. The designated contract specialist for this acquisition is Ms. Karen Martin. This effort focuses on facilitating broad and secure access to these essential radiation detection standards to enhance homeland security initiatives by making these technical documents publicly accessible through a streamlined digital platform.
