The Department of Defense intends to award a sole source purchase order to Hayes, Inc. for the renewal of their Medical Technology Directory subscription, covering the period from January 1, 2004, through September 30, 2004. This renewal includes an annual subscription for one online version, an additional online site for Falls Church, VA, and a setup fee. The procurement is specifically for the TRICARE Management Activity offices located in Aurora, CO, and Falls Church, VA. The sole source justification is based on the proprietary nature of Hayes’ evidence-based medicine assessments, which are critical for standardized, research-driven benefit determinations. These assessments include comprehensive medical literature summaries, technology descriptions, policy analyses, efficacy evaluations, risk assessments, clinical indications, and cost comparisons, in addition to providing a scientifically weighted evidence rating. The online service must support searching both the Directory and an Alert newsletter, link these resources, and feature an Update Search for outdated reports. Monthly updates are expected for around 80 to 90 assessments per year, alongside bi-monthly news feeds on the latest technology assessments. Additional benefits include links to government and professional agencies, direct access to Hayes personnel, and time savings for TRICARE information systems staff by reducing the need to manage CD-based installations. This notice is not a formal solicitation but serves to identify if alternate providers exist. Responses with detailed capabilities are requested by January 23, 2004, and will be considered to determine if competition is feasible; otherwise, the purchase will proceed solely with Hayes, Inc.
