RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

The Pension Benefit Guaranty Corporation (PBGC), a wholly owned Government Corporation, has a requirement for scanning and data capture services. Under this proposed contract, a firm would create an electronic image of and capture data from premium related documents and correspondence sent to the PBGC. The images will need to be properly indexed, be in a valid TIFF4 format, and be transmitted to the PBGC's Premium Accounting System (PAS). The PBGC anticipates awarding a contract with a one-year base period for services starting in fiscal year 2004. The contract would contain four additional one-year option periods. The number of forms to be imaged is expected to vary but is estimated at 112,000 images per year. A significant portion of the imaging would be performed each year in the peak season which is in the October/November time-frame. A draft copy of the statement of work will be posted at this FedBizOps.gov website. Prospective offerors are invited to identify their interests in performing this upcoming contract and to review and comment on the draft SOW. The solicitation document, including amendments, will be distributed through the FedBizOps.gov web site. The site contains downloading instructions. Interested parties are responsible for monitoring the site to assure that they have the most up-to-date information about this acquisition.
