The U.S. Census Bureau plans to renew its software licensing agreement with Executive Information Systems, LLC for the integrated suite of SAS software products on a sole-source basis under the Federal Acquisition Regulation. The license term is set from December 31, 2004, to December 30, 2009, covering a comprehensive set of SAS tools that support a wide range of data management, analysis, visualization, and reporting functions critical to the Bureau’s mission. These tools include advanced analytics, forecasting, spatial data analysis, quality control, project management, decision support, and data mining capabilities, among others, as well as interfaces for various databases and environments. The agreement also encompasses documentation, training, and technical support to ensure effective utilization across various platforms operated by the Census Bureau. The sole-source justification is based on SAS Institute’s unique position as the only responsible provider with the in-depth knowledge and integrated solutions that are currently embedded in numerous mission-critical applications at the Census Bureau. Although this is not a solicitation for proposals or quotations, other firms capable of supplying the complete suite of products are invited to submit their capability information within 15 days to assess whether a more advantageous alternative source exists. If no competitive alternatives are identified, the contract will be awarded to Executive Information Systems. The point of contact for this requirement is the contract specialist, Albert E. Kennedy, at the Census Bureau’s office in Suitland, Maryland.
